National Association of Regulatory Utility Commissioners (NARUC)

The National Association of Regulatory Utility Commissioners (NARUC) is the national association representing the state public service commissioners who regulate essential utility services, including electricity, natural gas and water. Its stated mission is to serve the public interest by improving the quality and effectiveness of public utility regulation. It is based in Arlington, Virginia.

Its members’ work spans electricity and energy, gas, critical infrastructure and cybersecurity, energy resources and the environment, and water. NARUC runs task forces and working groups, holds an annual meeting and education conference, publishes news and statements, and hosts a podcast. It has also started an initiative to help state regulators deal with rising load on the grid.

How it gets used on a real project

State utility commissions shape many of the rules a distributed project lives with, from interconnection processes to net metering and utility rates. NARUC is where those regulators compare notes, so its resources show how commissioners are thinking about issues such as load growth before those ideas reach an individual state’s proceedings.

Worth naming plainly: NARUC speaks for state regulators, not for the industry, so read its statements as the regulators’ view.
