Clean Energy States Alliance (CESA)

The Clean Energy States Alliance (CESA) is a bipartisan U.S. coalition of state energy agencies working to expand clean energy. Established in 2002, it is a national, member-supported nonprofit whose members are mainly state energy agencies from 20 states and the District of Columbia. It is managed and staffed by Clean Energy Group.

CESA helps its members develop and run clean energy policies and programs, with an emphasis on renewable energy, energy storage, energy equity and resiliency. It runs peer learning exchanges for state program managers, coordinates multi-state projects, provides technical assistance, and publishes reports, newsletters and webinars. It also presents the State Leadership in Clean Energy Awards.

How it gets used on a real project

State programs drive a lot of distributed solar and storage economics, and CESA is where the people who design them share what is working. Its reports and webinars give an early look at program models states are weighing, such as energy storage or low-income solar programs, often before a particular state launches one. If your pipeline is in a CESA member state, it is worth following what that state’s agency is discussing there.
