Almost everything written about interconnection reform is a summary of a summary. Order 2023 is long, but the parts that touch your work, cluster study procedures, readiness requirements and deposits, withdrawal penalties, and study deadlines with financial consequences for the transmission provider, are worth reading in the original at least once. Those mechanics are what turned site control and deposit timing from administrative details into gating items on a development schedule.
One practical note: what governs your project is the transmission provider’s own compliance filing and tariff as accepted by FERC, not the order itself. Regional implementations differ.
